Is there any function to create a new image from clipboard, instead of create a new blank image and then paste?

If you just paste the clipboard into IrfanView a new image will be created (in memory) anyway. There is no need to create a new image first.
Better still, you can launch IrfanView with the /clippaste shortcut parameter:
"C:\Program Files\IrfanView\i_view32.exe" /clippaste
or launch IrfanView with the image directly from your browser.
