Swap Colors in selection

I have a photo that has "red eye" so bad it over saturated to the point of it being white (similar to "pet eye"). The red eye correction does not work on it. I tried selecting the eye and doing a "swap color" to attempt to change the eye to something that the red eye correction would work on. But swap colors seems to always change the entire photo, not just the selection.

Is there a way to get the swap colors to work on a selection and/or is there a better way to correct this "pet eye" effect?

Use IrfanPaint plug-in to paint eyes in black with the pencil tool or the brush tool.
