How to Open Files With Unicode Filename?

in ntfs file system Unicode file name are allowed but irfan view does not open file with other language (unicode ) name. there may be need some string conversion when you retrieve file name from dialog.it should be converted to double byte characters. there is no need to stick with ansi or ascii. default charset may be utf-8 for all languages.
