VTF Plugin Help

I gathered from the name that this plugin would let me create VTF files for use with Counter-Strike (and anything else that needs them).

However, I see no option to change my JPEGs into VTFs.

What gives? Am I wrong in my assumptions?

plugins.txt only says that it can open VTF files

47) VTF: allows IrfanView to read VTF (Valve Texture) Files.
