New W7 laptop makes bmps blurry

Hi, long time fan, first time poster.
After I got my new work laptop, Dell Latitude E6510 and installing the latest Irfan and plug ins, the BMPs are very blurry especially when zooming. Attached is a JPG screen shot of different image viewers I use.
From back to front, Photoshop 6, Microsoft Office Picture Manager, Irfan, and Windows Photo Viewer.
Using Irfan before the images were very clear and weren’t blurry at all. Any ideas?

View, Display Options, Use Resample for zooming/fitting and turn it off.

Its already turned off.

I see no problem here, whether resampling is off or on. Your image (cropped from the screen shot) looks sharp at any zoom level.

The one in front isnt open with Irfan, the one behind it is. I included 4 different image viewers to show its a problem now. I was using an older version of it before last week when my new laptop arrived, before all zoom levels were fine.

I went back to 3.99 and everything is better. There must be something wrong with the latest version.
