I've been trying to download 4.28 install file and browser goes not responding and crashes. I've tried different mirrors, Firefox & Google Chrome with same result. I wind up with a file on my PC, iview428_setup.exe 1,440Kb, but when I try to install Windows Explorer goes not responding, even right clicking the file causes Win Explorer to go not responding.

What's your OS? The file size seems to be right — mine is the same. Before you post ... Edit your profile • IrfanView 4.67 • Windows 10 Home 19045.2486

Does it stop responding as soon as you start the installer or at some point during the installation?
Check that there is nothing on the task bar at the bottom showing a message box that is waiting for a response. Sometimes these manage to open behind the program window so that you cannot see them.

It appears that the installer never starts, it looks like Windows Explorer goes not responding. Nothing in the task bar, get the hour glass cursor on the folder where the file was downloaded. I've got the same file in three different folders now, all respond in the same way. Even accessing one of the folders where the file is located causes Win Explorer to go not responding. I ran a virus scan on the folder and McAfee didn't find anything.
Trying to attach images here Manage Attachments upload from computer fails with php error message, upload from website fails with Upload failed due to failure writing temporary file.
Insert from toolbar button allows me to put in a URL but images do not show up in preview or post.
Since I could not get images to show up here in the forum I created a web page. Screen Shots
Anyway all the while I was fiddling around with this I finally got the Install dialog box, but it's got a RED shield says file does NOT have a valid digital signature so I canceled out.... IrfanView 4.27 is working fine and I don't want to screw it up.
