I have all the plug-ins installed, but can't seem to get GIF files to work. Does Irfanview support GIF files?

The latest stable IrfanPaint version is the 0.4.13.70.

If you're missing the transparency, go to Options, Properties, JPG/PCD/GIF and set the option there. Animation is on by default, but can be turned off there if you wish.
