Resize not working on my 4.27 version

Resize not working. It must be in settings but so nothing I try works. I need to reduce and crop photos. Can someone help and advise me?

Probably it is working, but you have it set to "Fit Image to Window." Check the settings on the View menu, display options.

Why? The current version is IrfanView V4.30!
