Cleaning images

This is a situation I don't think is feasible, but asking has never offended anyone.

I have a few hundred strips of newspaper of which I would like to clear the "noise" as automatically as possible, as you can see from the attached image.

Can anyone help?

There is a noise filter on the Effects dialog, but it does not help much with that image.
