Reducing the size of an image using the "inches" option does not work

I want to reduce the size of an image from about 4.5 x 4.5 inches to about 0.5 x 0.5 inches. I used the Resize/Resample dialog to specify 0.5 x 0.5 inches, but when I click OK it changed it to 1.00 x 1.00. Then I tried the percent option of 10% of the original 4.5 x 4.5 inches, which would make it about 0.5 x 0.5. That option works!?

I'm posting this as a question anyway, to find out if there is something I did wrong when I tried inches? And if not, perhaps this entry will help out someone in the future.

For images, it is best to work in pixels. For printing, it is best to retain the resolution of 300 dpi to maintain decent quality.
0.5" x 0.49" (for your image) would be 150 x 148 pixels using the original DPI.

Create a New Image (Shift+N) of 1408 x 1392 pixels @ 300 dpi and see how big it is on the print dialog.
Now resample it to 0.5" x 0.49" and see how many pixels it. Check its size on the Print dialog.
