command line - how resize with units of INCHES

appears to be no CL option to specify units of inches.

Inches are meaningless for digital images, unless they are being printed. There is no option for inches or centimetres on the resize dialog either.

    Try using /dpi=(300,300) then /resize=(w,h) in inches/300

You can't specify units in the command line. Set the DPI resolution according to your printer's resolution. Specify the image size in pixels. You can calculate the size in pixels from inches by multiplying the dimensions by the DPI value. DPI means number of pixels per inch.
